With reference to my despatch No. 235 of Vay 25th

1908, I have the honour to enclose the translation

of a Note which I have received from the Wai Chiao Pu,

re-affirming, in the case of Provincial Railways, the

principle laid down that loans contracted with foreign-

ers will not be considered valid unless they have been

previously sanctioned by the Chinese Government.

I have issued circular instructions to His

Majesty's Consular Officers requesting them to bring the

contents of this communication to the notice of British

Subjects residing in their several districts.
